School bus passes


All pupils travelling on a school bus will need a bus pass

All pupils travelling on a school bus will need a bus pass by 1 September 2024.

It will not be possible to travel by school bus without a bus pass after this date. This is for safety reasons.

The authority will not be charging for bus passes for the 2024 to 2025 academic year due to the Public Service Vehicle Accessibility Regulations 2000 (PSVAR) legislation. 

You will need to complete a separate application for each learner, but please do not resubmit your application because it will take us longer to get back to you.

Pupils not entitled to free transport

All pupils who are not entitled to free transport under the current policy will still need to apply for a bus pass. 

Pupils who are not entitled to free transport fall into one of the following 3 categories.

  • Year 7 to Year 11 learners who live less than 3 miles from their catchment area school
  • Year 12 and Year 13 learners
  • learners who live out of catchment and wish to take advantage of the vacant seat scheme

If your child falls into one of the 3 categories above, you will need to complete the application form. However, if your application is successful you will not be charged for this academic year.

No guarantee

Vacant seats are not guaranteed and making an application does not guarantee that you will be issued with a bus pass.

Vacant seats can be withdrawn (and a refund given if a payment was made) if the seat is later needed for a pupil entitled to a free seat.

The transport network is not designed so that spare seats can be created to meet demand and transport services are reviewed regularly and services can be withdrawn if there are not enough numbers of entitled children travelling.

Parent responsibility

Parents are expected to make their own arrangements for ensuring that their child travels to and from school and need to ensure they have other plans in place if they are not able to obtain a vacant seat or do not qualify for free school transport. 

Years 7 to 11 children living more than 3 miles from school

There is no need to apply for Year 7 to Year 11 learners for September 2024 if they live more than 3 miles from their catchment area school as these pupils will receive, or will have already received, a pass.

Please check the expiry date on the learner’s current bus pass before making a new application.

In accordance with the policy, there is an expectation that parents will make arrangements for the first 2 miles to meet any transport that has been arranged by the authority.
