How to apply for planning permission
Planning permission is obtained from the council by completing the necessary application forms. It is important to make sure that you complete your planning application correctly because if the detailed information on the forms is not right then we cannot start the process and will delay a decision.
The following checklist will help:
- obtain the application forms
- fully complete the relevant parts of the forms and remember to sign and date them
- submit the correct number and type of supporting plans. Each application should be accompanied by a site plan at not less than 1:2500 scale and detailed plans, sections and elevations, where relevant
- complete a Design and Access Statement
Apply through the Planning Portal
You can apply for planning permission with the council or online through the Planning Portal.
The Planning Portal is quicker and it is cheaper because you will not need to supply multiple copies of your plans and forms.
You will also benefit from having an audit trail of the date you submitted your application as the details will be saved by the Planning Portal.

How to pay
The Town and Country Planning (Fees for Applications, Deemed Applications and Site Visits) (Wales) (Amendment) Regulations 2020 has been approved by the Senedd and will come into force on 24 August 2020.
These Regulations amend the Town and Country Planning (Fees for Applications, Deemed Applications and Site Visits) (Wales) Regulations 2015 and a summary of the main changes are set out below:
- fees for planning and related applications will be subject to a general increase of approximately 20%
- the upper limits and caps to fees have been increased by approximately 4%
- fees for pre-application services will remain the same; and
- a fee of £230 will be introduced for applications relating to Certificates of Appropriate Alternative Development
The fee should be submitted with your application and can be paid by the following methods:

If you have any doubt about the correct fee please contact the department as no action can be taken on your application until the correct fee has been received.
Certificates which confirm ownership details and whether the site is part of an agricultural holding need to be submitted.
After submitting a valid application we will acknowledge it’s receipt and issue you with an unique reference number.
Your application will be given to a case officer who will be responsible for dealing with your application. His/Her identity will be highlighted on the acknowledgement letter. You may contact this officer to discuss the progress of your application.
The council must notify, in writing, occupiers of any properties which may be affected by your proposal. This will include your next door neighbours and may also include occupiers of properties opposite or to the rear of your property.
Planning application forms are public documents and all information contained on them (including personal data such as your name and address) will be available for public inspection both in the council’s offices and on this website. Disclosure of personal data may therefore be made to any person or organisation having access to the internet worldwide. Information may be disclosed to other council departments and other relevant agencies according to the council’s registration under the Data Protection Act 1998.
