Great British Energy‑Nuclear and Isle of Anglesey County Council Collaboration Agreement
This collaboration agreement sets out shared principles for working together and is not legally binding.
It does not affect either party’s statutory or organisational responsibilities. Either party may withdraw at any time by notifying the other in writing.
Purpose
This collaboration agreement sets out the shared values, working principles, and expectations that will guide joint activity between Great British Energy-Nuclear and Isle of Anglesey County Council.
The aim is to ensure a transparent, efficient, respectful, and positive partnership that delivers positive outcomes for the island community while supporting economic, social, environmental and cultural wellbeing, consistent with the Welsh Future Generations Act.
Shared values
Both organisations agree that the following values will underpin all aspects of the partnership.
Isle of Anglesey County Council values

Great British Energy-Nuclear values

Both parties commit to aligning behaviours to the above and ensuring teams understand and demonstrate these values in day‑to‑day work.
General principles for collaboration
Using Isle of Anglesey County Council's published general principles and Great British Energy-Nuclear’s organisational standards, the partnership will operate according to the following.
Commitment and accountability
Both organisations will act transparently, fulfil agreed responsibilities, and maintain clear governance and reporting routes for collaborative activities.
Communication
Communication will be open, timely, and proactive. Both partners commit to coordinated messaging, shared briefing processes, and early escalation of potential issues.
Equality and diversity
We will uphold the highest standards of equality, ensuring accessible engagement, eliminating discrimination, and supporting those facing disadvantage.
Welsh language
Both organisations will acknowledge the significance of working within a bilingual community, within which both the Welsh and English languages are afforded equal status.
Prevention and safeguarding
Safeguarding is a shared responsibility. All joint work will be designed and delivered in a way that protects children, adults, and vulnerable individuals.
Sustainable development
Both organisations will consider the long‑term economic, social, environmental and cultural wellbeing of decisions.
Innovation
Both organisations will seek innovative, data‑informed approaches and embrace digital tools where appropriate to improve outcomes and engagement.
Ways of working together
Joint planning and decision‑making
- Establish a jointly agreed meeting structure to coordinate engagement.
- Agree clear workstreams, milestones, and decision gateways.
- Ensure appropriate political, social and community sensitivities are considered early.
Information sharing
- Share relevant information openly and in good time, subject to confidentiality, legal duties, and data governance requirements.
- Commit to cooperative problem solving when challenges arise.
- Commit to regularly updating locally elected members and key stakeholders (such as members of the Energy Island Forum).
Community engagement
- Coordinate public messaging to avoid confusion; where there are differences of position or opinion, these should be made clear.
- Ensure bilingual (Welsh and English) content in all communication, with Welsh first.
- Involve key stakeholders early, transparently, and consistently.
- Work cooperatively to include and involve the views all sections of the community, including those seldom heard.
Escalation and issue resolution
- Disagreements should be raised promptly and addressed collaboratively.
- Escalation routes will be agreed at senior officer level.
Governance and accountability
- Regular monitoring meetings will review progress, compliance with the agreement, and community impacts.
- Senior leaders from both organisations will receive periodic updates.
- This agreement should be readily available to the staff of both organisations and our stakeholders.
Duration and review
- This agreement takes effect upon signature by both parties.
- It should be reviewed prior to statutory consultation (noting that PAC1 is not statutory under the Planning Act), or sooner if significant changes occur.
- Amendments require mutual written consent.
